Party Mode is a very simple thing anyone can buy. What it is, basically, on a Member's birthday, a banner (simply stating "Happy Birthday So-and-So" unless another wished banner is provided by the costumer).
Since it's merely an aesthetic charge, this could be one of the (if not) cheapest item at the shop, (pricing will be decided by Floppay). This can be bought by anyone, from an user to celebrate himself, to a friend wanting to wish a fellow Posse member a happy birthday.
Going beyond birthdays, this can also be bought to celebrate holidays, or other special days (maybe The Loon wants to celebrate his anniversary by being cheap and showing his Lady this site instead of going out and buying a card... or flowers
